A new car park is being built to provide more spaces for workers in Burton as part of a major redevelopment scheme.
Land opposite The Maltsters business park, in Burton's Wetmore Road, will extended to add more units, and a new 199-space car park will also be added as part of the plan.
The Maltsters, which houses gyms, offices and other facilities, has very few car parking spaces at the moment.
Hillary Developments, of Station Road, Rolleston, was given permission by East Staffordshire Borough Council in 2015 to turn the brownfield land, opposite the Wetmore Whistle pub, into a car park.
The two-acre plot has been empty for many years.
Anthony Rice, on behalf of the agent Urban Designs, previously wrote in the application: "The car park is intended to be used by tenants of The Maltsters development.
"There is currently a need to provide additional parking to this site.
"It is also intended to convert further former brewery maltings buildings on the site, and as such the provision of additional off-site parking will facilitate this future redevelopment.
"There is a possibility of parking also being offered to other businesses in the area."
There is concern that the site may be under threat of flooding due to its closeness to the River Trent, but a flood risk report was conducted and Mr Rice said: "Drainage for the car park will be designed to prevent an increase in flooding by use of either a sustainable drainage solution, and control attenuation."
The flood risk report was found to show no issues.
The car park will include landscaped infills and, to prevent crime, lighting columns will also be added.
The Maltsters is currently used by permit holders only, along with customers of the buildings. It is not a pay and display car park.
Wetmore Maltsters comprises industrial and warehouse space.
The development adjoins The Maltings, a refurbished three-storey brewery maltings building, and is currently home to a range of businesses.
Its biggest tenant is currently East Staffordshire Borough Council, which moved its staff from Burton Town Hall to the site in 2010 but is in the process of returning.
